Position: Monitoring and Evaluation Consultant

Location: Bangkok, Thailand, with required travel within the Southeast Asian region.
Duration: 120 days

1. Background Information.
'Our Rivers Our Life' (OROL) is a regional river and life protection campaign initiated by the seven-member Regional Working Group on Biodiversity (RWG-BioDiv), who are partners of terre des hommes (Germany) in the Southeast Asian region. This regional working group consists of Myanmar, Lao PDR, Thailand, Cambodia, Vietnam, Indonesia and the Philippines. The OROL campaign works to introduce children to the political debate on environmental child rights; develop OROL’s networks in ASEAN countries; and enforce specific measures to protect the ecosystems and biodiversity of rivers and the livelihoods of people living along the rivers.
The OROL II project organization
The OROL campaign project holder is the Regional Working Group Biodiversity Southeast Asia (RWG BioDiv SOA). RWG BioDiv SEA is a network of 7 NGOs/country working groups (Philippines, Thailand, Myanmar, Lao PDR, Vietnam, Indonesia, and Cambodia). The OROL network is steered by an eight-member Directorate, the RWG BioDiv SOA. This is composed of one representative from each of the seven participating organizations and one tdh- Country Coordinator. Its Program Director is the Regional Coordinator SEA of TdH Germany and its Secretariat is with the Thai member organization ACED in Chiang Rai. For daily management and coordination the OROL project has allocated 3 staffs: a Program Coordinator, an M&E officer and an Accountant.
2. Purpose of the Consultancy M&E
This ToR applies to expert services in Monitoring and Evaluation (M&E) to be supplied to the above mentioned OROL II project in the period of June 2017 till December 2018. The OROL II consultant M&E is to replace the initial full time staff position at the secretariat, which had as M&E responsibility to provide the project coordinator and steering committee with (intermediary) results on the progress of the project (performance), assist partners in implementation and collection of needed data and advice on possible corrections and steering.
3. Detailed duties of the M&E consultancy.
The Consultant will be responsible for the assessment of an operational monitoring and evaluation system for the OROL II project. He/she will provide the project cooperation with tools to monitor and evaluate the progress and achievement of the project.
The consultant is expected to:
-Ensure that implementation of field activities of OROL Project are completed as planned based on agreed indicators in the proposal;
-Monitoring project outputs, outcomes and progress towards anticipated results;
-Supervise regular data collection from implementing partners and ensure quality of the data;
-Recommend any possible changes based on the lessons learned at regional level;
-Monitoring and reporting on the performance of the programs in the region and suggest measures to improve the monitoring system;
-Developing M&E reports depending on project requirements;
-Disseminating evaluation findings and project results to project partners, coordinator and steering committee;
-Set up the operational arrangements for collecting, analyzing, and reporting project data;
-Undertake field visits to projects in the seven member countries, on a periodic basis, to ensure compliance with operational procedures and assess progress;
4. Scope of the M&E Consultancy.
The following projects/areas have to be monitored and supported:
Karen and Mon States (Myanmar)
West Java, Yogya in Central Java (Indonesia)
Svay Rieng City and Rimdoul District (Cambodia)
Saravane and Taoi districts (Laos)
Davao City, Cotabato, Maguindanao, Agusan del Sur, Ozamiz (Philippines)
Chiang Rai, Chiang Mai, Lampang, Phare and Nan provinces (Thailand)
Lam Dong, Binh Phuoc, Binh Duong, Dong Nai, Ba rai-Vung Tau and Ho Chi Minh City (Vietnam).
The consultant, based in Thailand, will work with all partners and thus travel to all organizations and project areas in the 7 countries. All projects have to be visited at least once.
The consultant will contribute with 3 M&E reports to the overall reporting of the OROL II project, using the project (log frame) goals, objectives and results as reference:
- July – December 2017
- January – June 2018
- End report December 2018,
as well as submits work plan(s) and field visit reports on the duties assigned and performed.
5. Duty station – work place
The project office, located in Bangkok, provides office space. Printing, scan and copy facilities are available. The Consultant is expected to bring his/her own laptop to use in the office. However, the consultant and program coordinator can agree on another location when suitable.
The immediate supervisor of the M&E consultant is the Program Coordinator, representing the Program Director of the OROL II project: the tdh Regional Coordinator SEA.
Required experience, qualifications, attitude and personality for this position:
-Bachelor’s or Master’s Degree in Human Resources, Social Science, Statistics, Economics, Environment, Public Policy, or in a related field;
-Minimum 7 years (Bachelor) or 5 years (Master) of relevant professional experience in project monitoring and evaluation, especially working with (ethnic) minorities, youth and community based organizations;
-Excellent English language skills both in writing and speaking, and preferably some language skills of one of the project countries;
-Experience and capacity in institutionalizing M&E systems and standards;
-Training and coaching skills;
-Excellent inter-personal and inter-cultural skills;
-Willing and able to frequent travel under (sometimes) basic conditions;
-Based in Bangkok Thailand (recommended).
8. Costs and fees
The project awards a lump sum payment for these services that will also include all expenses related to travel, accommodation, visa, translation etc. The payment for this contract will be done in installments as mutually agreed based on the workplan.
