Malaria Consortium is one of the world's leading non-profit organisations dedicated to the comprehensive control of malaria and other communicable diseases in Africa and Southeast Asia. Malaria Consortium works with communities, government and non-government agencies, academic institutions, and local and international organisations to improve the health of the population and the capacity of national health systems.  It ensures that good evidence supports delivery of effective services and evidence-based decision-making by providing technical support for monitoring and evaluating programmes and activities. 



To provide generalist HR support for the day to day operations of Malaria Consortium in Asia; managing and administrating policies and procedures.




Policies and Processes

Work with the Asia Programme Director, HR Director and Country Representatives to ensure that Malaria Consortium is legally compliant in each country it operates within in the region, adapting and updating the Employee Handbook, employment contracts and HR policies as required

Ensure the effective communication of HR policies and processes

Act as first point of contact for day to day HR queries, policy interpretation, terms and conditions, liaise appropriately with other HR services areas/functions in Malaria Consortium globally minimising the chain of interactions required.

Coordinate the flexible working time scheme in Asia

Coordinate the leave transfer request after 31st December each year

Coordinate the induction process for all new employees

Oversee the process for starters and leavers, including exit interviews 10%



Ensure the recruitment process is in line with Malaria Consortium policy and process, provide general support including  reviewing job descriptions, advertising, candidate communication, long listing, interview administration, reference checking Support the job evaluation process for all new posts within the Asia region

Process requests for consultants, advertise opportunities and coordinate with managers to ensure proper documentation and approval

Identify a broad range of possibilities for effective advertising of Malaria Consortium vacancies  in Asia 30%


Employee Relations

Support all managers across the region on human resources and employee relations issues; partner with them to respond to employee concerns.

Perform and supports investigations as necessary to support employee relations issues15%


Contract Administration

Prepare offer letters, contracts, contract amendments and documentation to support HR processes

Maintain accurate and up to date records and files for employees

Manage the HR information system, acting as point of contact for queries in the Asia region and coordinate with HR in HQ for requirements and issues, update  employee information and train all new employees on the system  5%


Pay and Benefits

Produce the monthly payroll, capturing starters, leavers and changes in terms and conditions and ensure accurate and timely completion and that all changes are supported by appropriate documentation

Support pay and benefits market research and the administration of pay reviews

Support benefits administration and act as point of contact for benefits providers 10%


Training and Development

Support the development of the organisational learning and development culture; collate learning needs from appraisals, monitor and record training and development activities, capture and record financial data

Arrange and support training sessions for employees in areas including health and safety, employee policies, and other programmes of interest to employees.


Data Analysis

Produce KPI monthly reports and analysis; monitoring recruitment statistics, objectives, appraisals and turnover analyse data and make recommendations to Asia Programme Director and HR Director for their consideration

Investigate, research and make recommendations for implementation on HR related matters10%



Provide HR support within HR Services and assigned projects to ensure HR best practice, process improvement and quality standards are implemented. 5%






Bachelor’s degree in Business Administration or Human Resources Development or a related field or equivalent combination of education and experience is required.

Experience in a HR role; including contract preparation and supporting stakeholders

Extensive cross-national working experience

Ability to use judgement to determine when to deal with a query to conclusion and when to escalate an issue

Customer focused with excellent communication and interpersonal skills

Ability to work effectively on own  initiative and as part of team across diverse environments

Excellent planning  and organising skills; able to multi-task  and effectively prioritise workload

Excellent writing skills in English

Ability to analyse and interpret numerical data

Able to travel up to 20% time




Work experience in NGO

Previous experience of using HR Management Information Systems

Experience in Labour Law highly desirable (Thailand/Myanmar or Cambodia).




Travel to offices in Asia and occasionally elsewhere
