Job Description/Scope of Work
USAID Clean Power Asia Program, Bangkok Based
Abt Associates, a global leader in technical assistance, program implementation and international development, seeks qualified individuals to fulfill the position of GENDER ADVISOR for the USAID Clean Power Asia program, reporting to the Deputy Chief of Party (DCOP). This position is based in Bangkok, Thailand and will work closely with the entire USAID Clean Power Asia team, necessitating varied office hours and occasional regional travel. While there are no nationality requirements for applicants, it should be noted that neither allowances nor relocation will be considered or offered to the successful candidate. Applicants must be able to begin work on-site within three weeks of acceptance. Anticipated start date is January 2018.
The United States Agency for International Development (USAID) Clean Power Asia program is a multi-year U.S. government-funded initiative that supports governments and the private sector in the Lower Mekong countries of Thailand, Cambodia, Lao PDR, and Vietnam to scale up investment in grid-connected renewable energy (RE). The Program provides assistance and expertise in energy planning and effective policy, regulatory, and technical environment for low-emissions growth in the power sector, while simultaneously attracting public- and private-sector investment in RE development.
Southeast Asia has experienced dynamic development, but its growth is hampered by gender inequalities across all dimensions of life, including access to energy resources. While USAID Clean Power Asia does not have a standalone gender component or gender-specific funding, the program will address gender equality and inclusion in all activities. USAID Clean Power Asia will seek to collaborate with existing networks and organizations for greater impact with limited resources. The target countries, and the broader ASEAN region, are home to associations and organizations targeting both women and energy (though rarely both) and donor funding has allowed for significant inroads to be made in the promotion of gender equality in the energy sector. USAID Clean Power Asia will engage programs and organizations that remain active in these areas.
USAID Clean Power Asia will contribute to a reduction in gender disparities in access to, control over and benefits from reliable and affordable grid-connected power sources, while increasing the capability of women to realize their rights and influence over energy sources for power generation. There are multiple objectives that could be served through USAID Clean Power Asia’s work, including increasing women’s participation in the energy field; increasing the understanding of impacts on women/gender issues within the renewable energy (RE) value chain and the incremental impacts of accelerated grid RE investment on women/gender issues; and developing capacity and raising awareness of gender issues in RE while increasing access and creating opportunities for women to influence decision-making.
To date, the program (through a subcontractor) has conducted significant gender-related assessments across the Lower Mekong countries, resulting in several publications, which form a foundation for designing gender interventions. These include a White Paper assessing gender equality in the renewable energy sector of the Lower Mekong countries; a Gender Mainstreaming Strategy, designed to ensure program staff are continually examining the work of the program through a gender lens and that gender focused activities are meaningfully integrated into core technical programming; and initial research into the development of a gender champions program, modeled on similar successful approaches by previous USAID programs. These initial studies provide a fairly comprehensive picture of both the challenges and opportunities faced by the program to promote greater gender equality in the RE sector. With this in mind, the Gender Advisor will play a key role in helping program management and staff determine (and implement):

Under the supervision of the DCOP, the Gender Advisor will lead overall activities related to gender, a cross-cutting activity and a USAID Smart Development Screen, that must be integrated and coordinated among three technical teams and four countries, along with multiple partners and subcontractors.
