Position Summary:

Pact is seeking an experienced Program Officer to assist in the coordination and implementation of activities under the Lower Mekong Initiative’s Sustainable Infrastructure Partnership (SIP), a project to improve infrastructure sustainability in the Mekong sub-region through complimentary capacity-building activities (workshops, trainings) coordinated with regional donors. The Program Officer will work with multiple stakeholders in the Lower Mekong region countries of Cambodia, Lao PDR, Myanmar, Thailand, and Vietnam to identify training opportunities for officials on environmental and infrastructure related topics and will help coordinate activities and organize events designed to better harmonize activities of the Friends of the Lower Mekong (FLM). The FLM are regional donors and development partners who are working to build capacity and understanding on sustainable development opportunities for economic growth across the Mekong Region. The Program Officer will be involved in project strategy and planning, meeting logistics, and other management activities. S/he may also work collaboratively with and support other project teams at Pact.

The ideal candidate will be comfortable working with officials from government ministries and other organizations, including development partners and donor organizations. S/he should be outgoing, well organized, a team player, exhibit a high level of professionalism, and be knowledgeable about environmental governance issues in the Lower Mekong region. Occasional regional travel to Lower Mekong countries is required with this position.

Key Responsibilities:

  • Collaborate closely with other team members and partners in the development of donor coordination and communication mechanisms.
  • Organize and manage operations, logistics, and administration of regional training events and workshops.
  • Participate in program monitoring, evaluating, and periodic progress reporting.
  • Identify the need and potential opportunities for additional technical support to help advance the overall project objectives.
  • Conduct research and provide inputs on country and regional-level contexts, stakeholders, and issues related to sustainable infrastructure development.
  • Engage and manage event speakers and expert consultants as necessary.
  • Attend meetings and forums relevant to SIP focus areas.
  • Promote integration across Pact’s programs.
  • Perform other duties as assigned.

Basic Requirements:

  • A graduate degree (Master’s Degree or higher) in a relevant field of study.
  • Minimum 3 years (preferable 5 years) of experience in partnership building, particularly in the environmental/natural resource management sector in Southeast Asia, or experience with projects of similar scope.
  • A minimum of 3 years of experience managing the logistics and administration of large training events.
  • Proven ability to communicate, coordinate and effectively facilitate dialogue with diverse stakeholders, including government officials and others.
  • Strong English communication skills, both verbal and written.
  • Strong coordination skills.
  • Ability to serve as a strong team player.
  • Fluency in English.

Preferred Qualifications:

  • Proficiency in a local Mekong language.
  • Knowledge of the political, social, cultural, environmental, and development context of the Lower Mekong region.
