ROLE PURPOSE:

Save the Children is the leading independent organization for children.  We save children’s lives; we fight for their rights; we help them fulfill their potential. We work together, with our partners from civil societies and government, to inspire breakthroughs in the way the world treats children and to achieve immediate and lasting change in their lives. We reached approximately two million populations and invested over 70 million US  dollars in 2016 to reach more children than ever before, through programs in Health, Nutrition, Education, Protection and Child Rights and Governance, Livelihood, HIV and AIDS,  and Humanitarian crises.

Key Population Research and Advocacy Project

Save the Children is the principal recipient for the 3-year regional HIV project that aims at gathering evidence for community led prevention and testing services amongst key populations of sex workers, people who inject drugs (PWID), and transgender people in 7 South and South East Asian countries - Bangladesh, Cambodia, Indonesia, Nepal, Thailand, Myanmar and Vietnam. In close collaboration and partnership with four regional community networks of people living with HIV, sex workers, PWID, and transgender people, and their national partners, Save the Children will evaluate the role of community in accessing services for key populations, the results of which will be employed to develop effective advocacy strategies to ensure their inclusion in country responses. The main objective of the project is to strengthen community capacity to improve access to quality HIV prevention, testing, treatment, care and support services among key populations in Bangladesh, Cambodia, Indonesia, Myanmar, Nepal, Thailand, and Vietnam.

The project will be managed by the PMU (Project implementation unit) that will be based in Nepal (Kathmandu).

To implement the project, Save the Children is seeking a full time Senior Research and M&E Manager who will be based in Bangkok in proximity to the four key population (KP) networks-implementing partners. 

Under the guidance of Chief of Party for KPRA project, Senior Research and M&E Manager will lead and provide oversight for the operational research, survey, baseline, midline, and end line research activities, and the routine monitoring and evaluation of the KPRA Project. Senior Research and M&E Manager will work closely with the SCI offices in Nepal and Thailand, Save the Children US (SCUS) including technical team of SCUS e.g. M&E, HIV/AIDS & TB Technical Advisors.

Furthermore, s/he will work closely with Sub-Recipients and project partners to ensure high quality quantitative and qualitative research and M&E activities. The position holder will be fully responsible for the oversight of all research and M&E related information, to ensure its availability in a timely, effective and efficient manner in close coordination with other project team members including those who support Advocacy and Communication, Finance and Program.

SCOPE OF ROLE

Reports to: Chief of Party (CoP), KPRA Project, Nepal

KEY AREAS OF ACCOUNTABILITY 

The Senior Research and M&E Manager will:

  • Take a lead in design and management of all KPRA project research activities;
  • Coordinate research activities with all stakeholders (IRBs, Government and I/NGOs) including Sub-Recipients;
  • Support the development of the research protocols and instruments for key informant interviews (KII), focus group discussion (FGD) guides; and assessment tools
  • Provide technical support for research/surveys for community based testing (CBT), community based survey on barriers to quality health services among key populations;
  • Facilitate preparation and submission of all research related protocols to the local institutional review boards (IRB), defend protocols, and follow-up as needed;
  • Facilitate field visits with consultants, SRs and stakeholders;
  • Assist SRs in generating study reports, research and survey findings and work with the project team and SRs to use findings in the design of evidence based advocacy interventions
  • Contribute to efforts on publishing research outcomes;
  • Provide technical support for and coordinate the development of monitoring system and tools with the project team;
  • Contribute to technical reports, monitoring reports and other progress reports;
  • Contribute to diss of research and survey results dissemination at national and regional levels;
  • Develop and manage a detailed work plan of research and M&E activities under the project;
  • Attend external events as required, including as a member of the team supporting the organization’s presence and profile;
  • Undertake other duties which may be appropriate within the areas of responsibility of the post, and when assigned by CoP

QUALIFICATIONS AND EXPERIENCE

  • PhD preferred, but at least a Master’s degree in Public Health or a related field, is a requirement.
  • At least 15 years professional research experience in the area of HIV and AIDS or Sexual Reproductive Health, including cross cutting areas like advocacy and human rights or other related field.
  • Experience of working with HIV Key Populations especially the KP related research is highly desired.
  • Evidence of research-related publications in internationally recognized journals-Please share the link to at least 2 most recent publications in the covering letter.
  • Proven expertise in mixed-methods (qualitative and quantitative) research to develop and assess community based research/surveys; instrument development; data collection and analysis;
  • Program Monitoring and Evaluation experience
  • Excellent technical and writing skills, with proven ability to produce research protocols, technical briefs, articles and present findings at national and regional levels and for publications
  • Experience synthesizing and using data/evidence for decision-making and programme design
  • Very good command of English, preferred candidate with national languages in SAARC countries
  • Excellent communication skills
  • Strong skills and familiarity with data analysis software (e.g. SPSS, Stata, )
  • Demonstrates competence in research and evaluation ethics and standards of quality
  • Strong management, analytical and problem-solving skills
