Senior Program Officer - Capacity Building and Knowledge Management / Program Officer - Communications (LCI Project)

 

Raks Thai Foundation, a member of CARE International, that has been working in Thailand since 1979

in the area of emergency relief, community natural resources management, micro enterprise promotion, education,

health and HIV/AIDS prevention and care for affected families has vacancies for:

 

1. Position :      Senior Program Officer - Capacity Building and Knowledge Management (LCI Project)

 

Local Capacity Initiative Project:

 

The Local Capacity Initiative (LCI) Project, supported by the United States Agency for International Development/Regional Development Mission for Asia (USAID/RDMA), is a 3-year project which started on September 29, 2015. The LCI Project aims to support and strengthen the capacity of local civil society organizations (CSOs) to effectively respond to HIV/AIDS challenges in Thailand and Lao PDR. The Project will operate until the end of September 2018, with program activities ending in June 2018.

 

Raks Thai is the organization that leads LCI, and serves as the Consortium Member (CM) in Thailand. Raks Thai partners with 2 other Consortium Members, prominent HIV/AIDS CSOs in Laos to increase capacity and engagement of other CSOs in policy advocacy.

 

The LCI Project’s goal is to enhance the HIV response for key populations (KPs) including men who have sex with men (MSM), female sex workers (FSW), transgender (TG), people who inject drugs (PWID) and people living with HIV (PLHIV) through civil society engagement in policy advocacy processes. The project objectives are: 1) to support LCI Consortium members to effectively demonstrate their leadership skills in policy advocacy and technical assistance provision; and 2) to strengthen leadership and capacity of CSOs and community-based organizations (CBOs) to achieve policy results in Thailand and Lao PDR.

 

Job Responsibilities:

  1. (30%) Document & organize learning best practices and training curriculum development for further replication and learning. Such content includes training curricula, advocacy plans, stakeholder analysis, infographics, press releases, policy briefs and policy tracking tables.
  2. (15%) Responsible for follow-up with the trained participants to monitor the effectiveness of advocacy-related trainings.
  3. (15%) Take the lead role in project management and collaboration with the Consortium members and CSOs.
  4. Format capacity building modules to be published / electronically-organized to support continuous learning and sharing.
  5. Assist in delivering training courses, executing capacity-building activities, facilitating workshops, and providing other technical assistance as required.
  6. Coordinate with the Consortium members and other partners in compliance with USAID’s regulations.
  7. Provide support and coordination in organizing and preparing meetings, trainings, workshops, and conferences, etc.
  8. Provide logistic and administrative support to the project.
  9. Perform other managerial and technical tasks as assigned by supervisor.

 

Qualifications:

  1. Master degree in a related field.
  2. At least 7 years of experience working with NGO or INGO.
  3. At least 5 years of experience managing education, training or knowledge management projects.
  4. Ability to work well in a small team of Thais and English-speaking foreignors.
  5. Fluency in Thai and proficient in English strong writing skills.
  6. Ability to envision the big picture and manage small details of projects.
  7. Experience with HIV / AIDS projects a plus.

2. Position :      Program Officer - Communications (LCI Project)

Job Responsibilities:

  1. (50%) Developing advocacy communication tools and materials that capture stories and lessons learned from LCI project activities, including: case studies; in-depth interviews with stakeholders, especially trainees and government policymakers; success stories; regional and national best practices; lessons learned; and project newsletters.
  2. Produce video clips and/or photos of training and advocacy in action.
  3. Train project partners and CSOs on a variety of topics pertaining to communications and advocacy, such as advocacy plans, stakeholder analysis, infographics, press releases, policy briefs and policy tracking tables.
  4. Prepare and format communications resources for both offline and website access.
  5. Take responsibility for branding issues to ensure that the project is in compliance with USAID’s Branding Policy.
  6. Contribute to project report generation, evaluation and related tasks.
  7. Provide support and coordination in organizing and preparing meetings, trainings, workshops, and conferences, etc.
  8. Provide logistical and administrative support to the project.
  9. Perform other technical works as assigned by supervisor.

 

Qualifications:

  1. Master degree in a related field.
  2. At least 5 years of experience working with a mission-driven organization or NGO.
  3. At least 3 years of experience working in communications, public relations, or education projects.
  4. Ability to work well in a small team of Thais and English-speaking foreignors.
  5. Fluency in Thai and proficient in English strong writing skills.
  6. Ability to develop concise conclusions and resources from extensive information and documents.
  7. Experience with HIV / AIDS projects a plus.
