 TITLE: The Road Safety Project Officer - Communication & Campaign

TEAM/PROGRAMME: Child Safety / DRR

LOCATION: Bangkok

CONTRACT LENGTH: 1 year (with possible extension pending funding)

CHILD SAFEGUARDING:

Level 3:  the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff

ROLE PURPOSE:

Save the Children works to protect children from preventable death and injuries from road crashes, drowning and disaster. The Comprehensive School Safety is a core framework that ensure school teachers, educators, students, parents and community leaders have a clear knowledge and skill through the series of capacity trainings, workshop and simulations. We advocate the national level for a positive change that improve children’s life by integrating the child friendly and safety for survival education programs and materials are developed, piloted and prepared for potential national scale-up

The role of this post is two-fold. (1) the primary implementer of the road safety project and (2) the focal point for technical assistance in project communication and campaign.

The Project Officer - Communication & Campaign will play primary role in the implementation of the road safety project, ensuring the goals and outputs of the project, engaging stakeholders, timely execution of activities and proper documentation and reporting.

SCOPE OF ROLE:

Reports to: The Child safety & DRR Project Coordinator

Dimensions: The Project Officer will lead in the Communication & Campaign aspect initiating and applying creative approach and innovation to the project implementation.

KEY AREAS OF ACCOUNTABILITY:

Programme Delivery

  • Support the direct implementation of the road safety project; ensuring delivery of the road safety project activities, with particular focus on events, workshops, and advocacy.
  • Facilitate training design, develop information packages, and ensure post-training documentation and result analysis.
  • Actively contribute to the engagement of beneficiaries of the road safety project; for example, teachers, students, police and moto-taxi drivers.
  • Engage with road safety project stakeholders which may include Bangkok Metropolitan Administration (BMA), Office of Basic Education Commission (OBEC), school executives, police, road safety-related public health agencies, press, road safety organisations and other stakeholders such as community members and temples with an aim to ensure behavior change in target areas.
  • Support the Child Safety & DRR Project Coordinator in collaboration with Program Development and Quality (PDQ) units to ensure high-quality delivery of the project in relevant areas including Communications, Advocacy and MEAL.
  • Liaise with key stakeholders and pitch for advocacy opportunity, in close cooperation with Communications Coordinator and Advocacy Coordinator, to achieve the goal of the road safety project.

Communications

  • Regular monitoring and updating of online channels on project activities and relevant content, including 7% project Web Site and existing social media platforms.
  • Coordinate with project consultants to ensure quality deliverables that are on time, relevant and in line with Save the Children and the 7% Project branding and visibility.
  • Creative use of existing resources to produce new creative content.
  • Work with Save the Children’s Communications and Media Coordinator and 7% Project consultants to develop a cohesive communication plan for the 7% Project.

Media

  • Support in media events (press conferences), and develop media kits, media invites as well as press releases.
  • Oversee regular monitoring of the local media on what is being reported on key issues related to road safety issues and helmet use.
  • Oversee media field visits.

Campaign

  • Lead in the development of 7% Project media campaign strategy and plan, working closely with our Media Campaign and Advocacy Coordinator and key stakeholders.

Programme Management Support

  • Support the Child Safety & DRR Project Coordinator to design project activities and develop clear and detailed implementation plans; and monitor activities against this plan (particularly related to communications, advocacy and MEAL) to ensure timely and quality implementation.
  • Actively participate in the road safety project brainstorming design sessions and meetings, providing inputs based on current implementation.
  • Support in recruiting and managing road safety project consultants to ensure SCI’s policy and high-quality result-based delivery in line with the activity targets.
  • Support in proper tracking and documentation of activity results and reports with a solid and readily accessible database of all project data including beneficiary data, meetings, inventory and relevant data items.
  • Provide ideas, initiatives and feedback to the road safety team on project progress, key learning points and improvement opportunity.
  • Represents Save the Children in advocacy, networking, meetings, workshops, and conferences as needed.

Monitoring, Evaluation, Accountability, and Learning (MEAL)

  • Support to the Child Safety & DRR Project Coordinator in writing project reports for Save the Children members and donors.
  • Support the Child Safety & DRR Project Coordinator and MEAL Coordinator to develop monitoring and evaluation project plans, and ensure its implementation.
  • Support the Child Safety & DRR Project Coordinator to ensure quantitative and qualitative documentation of project outcomes and impacts; and that learning is shared with key internal and external stakeholders.
  • Ensure camapaign and advocacy initiatives are integrated into MEAL plans and adequately measured for impact.

Humanitarian Response (if needed)

  • Be a member of the Emergency Response Team (ERT).
  • Attend ERT trainings.
  • As assigned, assist the Senior Bangkok Field Coordinator in each emergency response.

QUALIFICATIONS AND EXPERIENCE

Essential:

  • Thai nationality
  • University Degree in communications, arts, fine arts, or any related field.
  • Proficiency in computer use with various software packages; and confident in digital technology, particularly with engaging with people online
  • Ability to travel in remote and/or disaster-affected areas as assigned
  • Good at using different types of communication tools to tell stories

Skills and Experience:

  • At least 2 years’ experience in advertising, communications, media management, and event management, marketing, public relations, or any related field.
  • Experience of leading or implementing strategic communications campaigns.
  • Experience of working in related human development issues especially one or more of Save the Children’s sectors (i.e. child poverty, child protection, child rights governance, education, health and nutrition, child safety) an advantage.

Communication and Technical Skills:

  • Excellent English and Thai communications skills, both written and verbal
  • Ability to speak confidently in front of the media
  • Ability to develop the key messages for the Coordinators, Managers to speak to the media.
  • Good eye for page layouts and design
  • Good understanding of social media engagement

Desirable:

  • Experience working in activities design
  • Experience or familiarity with road safety initiatives
  • Experience working with Road Safety networks
  • Experience working in education programs
  • Experience working with BMA, OBEC, Schools, Polices, Communities and Press
