Program Overview:

Pact exists to help create a world where those who are poor and marginalized exercise their voice, build their own solutions, and take ownership of their future. The Sr. Sustainable Landscapes Finance (SLF) Specialist will support the USAID-funded Green Invest Asia (GIA) program that will aim to reduce greenhouse gas emissions by catalyzing private finance to upscale and drive investment in the agriculture, forestry, and other land use sector toward low-emission yet profitable business models. The project will support countries in Asia to scale-up low-emission land management best practices through the development of a pipeline of investible projects and businesses in the sustainable landscapes sector, increased private sector investments into sustainable, low-emissions land management businesses, and improved capacity of sustainable landscapes stakeholders.

 

Position Summary:

The Sr. Sustainable Landscapes Finance (SLF) Specialist will provide technical contribution to capacity-building and knowledge management system of USAID Green Invest Asia. S/he will serve as the focal point for convening diverse groups of stakeholders to build a sustainable landscapes finance (SLF) communities of practice (CoP) or platform across the Southeast Asia region to support vibrant sustainable landscapes financing. The SLF will also contribute to the development of sustainable models of production in the AFOLU sector and coordinate with team members to secure partnerships and investment opportunities.

 

Specific Duties and Responsibilities: Technical contribution to capacity-building and knowledge management 

Lead the design and delivery of technically-focused capacity building workshops to provide technical assistance related to investible pipeline development and scaling up low emission land use investment in Asia, in close coordination with Sr. AFOLU Advisor and Sr. Finance Advisor as well as counterparts in participating countries and partners from USG and from other organizations;

Conduct research, and lead the preparation as well as dissemination of knowledge products, including but not limited to, the analysis of key barriers to sustainable AFOLU production investment at project, enterprise and portfolio levels, sustainable AFOLU business models and linkages with Nationally Determined Contributions (NDCs), and best practices and lessons learned, as well as support the program’s knowledge management system in close collaboration with Sr. AFOLU Advisor, Sr. Finance Advisor, and project partners.

Strategic coordination for building the Community of Practice 

Strategize and contribute towards USAID Green Invest Asia sustainable landscapes finance (SLF) community of practice initiatives through close collaboration with Chief of Party and technical team;

Lead the design and delivery of community of practice events for networking and fostering knowledge-sharing and learning across countries;

Create networks and maintain partnership with relevant business communities, project developers, entrepreneurs, investors, as well as national and sub-national government agencies in order to ensure sustained participation in the Community of Practice’s events and activities;

Develop strategic collaboration with USAID bilateral missions working on sustainable landscapes and agriculture program, and bilateral and multilateral donors active in providing support financing for the AFOLU sector, potentially through the AFOLU working group of Asia LEDS Partnership, and in other venues;

Convene and set learning/knowledge sharing agendas.

 

Qualifications, Skills, Knowledge:

  • Facilitation and keen attention to participatory and inclusion techniques;
  • Creativity and flexibility in a dynamic donor-private sector environment;
  • Proficiency in word processing, spreadsheets and database skills;
  • Attention to detail;
  • Strong project management skills (staying on top of time and task, and COP communications)
  • Ability to exercise sound business judgment to wisely prioritize and successfully perform multiple and complex tasks;
  • Ability to connect ideas and link learning to generate shared solutions;
  • Sound analytical and research skills;
  • Proven ability to develop partnerships with the private sector, government and other actors;
  • Ability being able to listen, look, “locate” and assess for progress, set-backs and staying aware of client/user (dis)satisfaction;
  • Ability to sustain interpersonal and professional relationships with internal colleagues and external facing entities;
  • Technical knowledge in the AFOLU sector, carbon market, sustainable landscapes, and/or climate smart finance.

 

Requirements:

  • National of Thailand;
  • Advanced degree in agriculture, forestry, economics, or a related field;
  • At least 5 years of experiences in conducting research related to climate change policies, sustainable landscapes and/or climate-smart investment in Asia;
  • At least 2 years of experiences in leading and maintaining a network of and workshops for AFOLU professionals on sustainable landscapes topics in Asia;
  • Strong research and analytical skills;
  • Excellent written and verbal communication skills.

 

Preferred Qualifications:

  • Prior experience with private sector investment, preferably in sustainable landscapes and/or agriculture, and its interface with gender and social inclusions considerations;
  • Familiarity with current work and practices on AFOLU NDCs in Asia;
  • Experience working with donor-funded, preferably USAID, contracts and/or cooperative agreements on sustainable landscapes in Asia
