PSI Thailand Foundation is a local, non-profit foundation that is registered in Thailand and a member of the Population Services International (PSI) global network (see PSI Thailand seeks to empower vulnerable, disadvantaged and at-risk people in Thailand to lead healthy lives.  With support from the Global Fund to Fight AIDS, Tuberculosis and Malaria and the United States Agency for International Development, PSI Thailand implements programs to prevent HIV and AIDS among populations that are most at-risk, namely people who inject drugs, men who have sex with men and transgender people.  PSI Thailand also serves as the hub for PSI’s regional activities in Asia.
    PSI Thailand seeks a dynamic team player to fill the position of Procurement and Logistic Officer.  Reporting to the Operations Manager, the Procurement and Logistic Officer will have the following main responsibilities:

Roles & Responsibilities
•Deploy the PSI procurement manual in the organization, inform and guide PSI staff in all procurement activities and update the manual on a regular basis;
•Ensure compliance with donor requirements and policies across all procurement activities;
•Conduct procurement for all health commodities, including but not limited to safe injecting equipment, disposal boxes, condoms and other health commodities as required;
•Facilitate independent sampling and testing of all health commodities;
•Conduct procurement for non-health commodities, including but not limited to vehicles, computers and office supplies;
•Assist all departments in procuring external services including but not limited to consulting, auditing, translation and travel;
•Ensure that all PSI commodities (particularly health commodities) are stored in appropriate conditions in compliance to donor and PSI policies;
•Clarify the process of procurement, storage and distribution of pharmaceuticals and other health products;
•In collaboration with department managers, develop bid evaluation criteria and invitations for bids, purchase orders, contracts and other procurement related documents;
•Form bid evaluation committees and lead bid and proposal selection process and negotiations with potential vendors;
•Ensure correct and complete documentation to support payment of vendor invoices;
•In collaboration with the M&E team, prepare quarterly procurement forecasting reports;
•Develop and maintain a preferred vendors database;
•In collaboration with the relevant departments, conduct yearly review of the preferred vendors list, including performance evaluations of all selected PSI suppliers;
•Develop and manage a Logistic Management Information System (LMIS) to track all PSI commodities including issuance of confirmations of goods received;
•Collect and respond to complaints from vendors;
•Support the Operations Manager in all procurement related activities;
•Provide guidance to the PSI team on procurement related issues.
