Improving Thai as a Second Language Learning for migrant children

Context

Save the Children has led global action on children’s rights for more than 90 years. An important component is children’s right to education and particularly to acquire functional literacy competencies. In 2014 and 2016 SCI Thailand conducted research related to migrant children in Thailand and their literacy skills in Thai and their home languages.  

The results revealed that the majority of migrant children have very low levels of Thai literacy.  It is very difficult to imagine most of these children being able to successfully transfer to Royal Thai Government school classrooms. This leads to significant questions about how the Thai language is being taught to migrant children.

Efforts to teach Thai a Second Language (TSL) to migrant children have not been as effective as hoped.  The “normal” curriculum utilized in Royal Thai Government schools was designed for children who speak Thai as their mother tongue, and thus is not an ideal solution for migrant children with no or limited Thai abilities.  In a review of existing curriculum packages used to teach non-Thai speaking children conducted in early 2017 the findings revealed that there is a pressing need for a true Thai as a Second Language curriculum, one which takes into account the unique linguistic backgrounds of migrant students and gives them the tools to develop solid Thai listening, speaking, reading and writing skills. 

Purpose and scope of this consultancy

This purpose of this consultancy is to improve the language support in Thai as a Second Language (TSL) available to migrant children in Mae Sot and Ranong by providing an effective series of teacher training sessions in Thai as a Second Language with follow up support visits in targeted Royal Thai Government Schools and Migrant Learning Centers.

1.    Preparation for the Teacher Training sessions in partnership with SCI

 

·         Translation of a set of learning materials in Burmese, Sgaw Karen, and Thai

·         Preparation of Total Physical Response – Pictures for the teacher training participants

·         Pre-test conducted with migrant children in targeted RTG schools and MLCs in Mae Sot and Ranong

 

2.    Workshop 1: Teacher Training in Thai as a Second Language – focusing on listening and speaking skills

 

·         Six (6) Day Training provided to thirty (30) teachers in Mae Sot and thirty (30) teachers in Ranong;

·         Pre-test administered to teachers to capture participant learning gains;

·         Content to include Total Physical Response and Picture Story teaching techniques;

·         Evaluation form for participant feedback;

·         Training report;

 

10 to 16 September 2017 in MST;

 

24 to 30 September 2017 in Ranong;

 

 

 

 

 

 

 

3.    Workshop 2:

Teacher Training in TSL Reading and Writing

 

 

 

·         Five (5) day training provided to thirty (30) teachers in Mae Sot and thirty (30) teachers in Ranong;

·         Content to include – pre-reading and writing, Big Book teaching techniques and games; small book teaching techniques and use of the TSL student primer;

·         Evaluation form for participant feedback;

·         Training report;

5 to 10 Nov 2017 in MST;

 

19 to 24 Nov 2017 in Ranong;

4.    On-going support and reporting

·         Post-test conducted with migrant children in targeted schools to capture learning gains;

·         Follow up support visits to teachers and post-test administered to capture learning gains;

·         Final report

Timeframe & Scope

The contract dates are anticipated from September 2017 to March 2018. The scope of the contract is a series of teacher training workshops with follow up support in Thai as a Second Language. This will include monitoring and evaluation of improvements to teaching practices and migrant student’s learning gains. The training will benefit thirty (30) teachers in Mae Sot and thirty (30) teachers in Ranong.

Qualifications and profile

  • Proven experience working with schools and communities
  • Proven experience of delivering teacher training workshops
  • Proven experience supporting Thai as a Second Language teachers
  • Clear academic background in Multi-Lingual Education
  • Fluent in Thai
  • Keen interest in supporting migrant communities in Thailand
  • Reputation of professional conduct

Anti-corruption and child protection policy and due diligence

At least two references from the most recent employers/contractors will be requested. Consultant(s) are expected to comply with SCI Thailand’s child protection policy and child safeguarding principals. Teams of consultants should show evidence of anti-corruption policy and practices.

Management

The consultant will report to the REACT Project Coordinator, all deliverables with be reviewed by the SCI Thailand Program Quality Department.
